Tinubu Satisfied With PAP Scholarship, Stakeholder Engagement, Peacebuilding The Otuaro
Says 4500 Nigerian university students deployed in 2025
Dr. Dennis Otuaro, the Presidential Amnesty Programme Administrator, said President Bola Tinubu is pleased with the agency’s Niger Delta achievements in two years.
On Monday, he flagged off the fourth batch of the two-day “Leadership, Alternative Dispute Resolution, and Mediation Training for PAP Stakeholders” organized by the agency and the Alumni Association of the National Defence College (AANDEC) at the Nigerian Army Resource Centre in Abuja.
In July and August 2025, the PAP successfully held a capacity-building program for three batches of stakeholders at the same military base.
Otuaro said the President is pleased with the agency’s enlarged scholarship system, inclusive stakeholder engagement, and Niger Delta peacebuilding process, and asked stakeholders to remain vital actors in the region’s peace and development.
He said His Excellency, President Tinubu supports the program because he wants permanent peace, stability, and development in the region.
He stressed that the workshop is essential to the PAP’s peace process and that all stakeholders are partners.
He highlighted that the participants are the President’s peace ambassadors and peace partners.
The PAP leader also praised Mallam Nuhu Ribadu, the National Security Adviser, for his strategic assistance to develop the program and help it realize its goals for the region’s people.
Otuaro opened the session, saying, “President Bola Ahmed Tinubu GCFR is pleased with our progress in one year and nine months. As stakeholders, you should continue to influence Niger Delta peace and development, which His Excellency has supported and desired.
This course aims to make us all partners in Niger Delta peace efforts. This initiative also fosters belonging.
In July and August, we guaranteed stakeholders that more individuals would attend this program. We didn’t want to undertake PAP’s work alone. It requires thinking together to keep the region calm and cohesive. If we unite, Mr. President will help the region.
We must also realize that peace begins in our communities; you are all leaders. Since joining the Office, I appreciate the support. This leadership workshop helps sustain peace in our region as part of our peacebuilding process.
Since joining, we’ve focused the Program on our people and the future generation. We accomplished a lot. Our future leaders, 4,500 students, received scholarships to Nigerian colleges in 2025–2026. We’re investing in our region’s future.”
Otuaro said “nobody will hold the region to ransom.” He said that his leadership would not be sidetracked by the smear campaign of anti-Niger Delta elements who were furious that the program had been taken to the people.
He advised stakeholders not to be fooled by political merchants and to massively back President Tinubu’s 2027 re-election bid due to his clear regional agenda.
Otuaro encouraged stakeholders to actively participate in the workshop and use the lessons to promote peace and development in their communities and the Niger Delta.
He also thanked the Nigerian Army Resource Centre management, resource individuals, and AANDEC President Rear Admiral Ndidi Agholor (retd.) for working with the PAP to strengthen the peace process.
