Presidential Amnesty Program (PAP) Sends 98 Delegates to Train in Maritime Skills.

As part of its personnel development plan for the Niger Delta, the Presidential Amnesty Program sent out 98 delegates on Wednesday for a boot camp and refresher training in maritime-related skills.
PAP Administrator Dr. Dennis Otuaro told the maritime cadets at the flag-off ceremony at the Joemarine Institute of Nautical Studies and Research in Otomewo, Delta State, that human capacity development and manpower were essential to the region’s and the nation’s economic development.
According to Otuaro, the 98 marine cadets’ deployment is strategic and aligned with President Bola Tinubu’s blue economy program, which aims to capitalize on the vast potential of the nation’s maritime sector for the nation’s advancement.
President Tinubu expressed interest in developing the country’s blue economy’s workforce, emphasizing that the PAP Office had sent out 98 maritime cadets to train laborers for the maritime industry.
In a press release issued Thursday and signed by Mr. Igoniko Oduma, his Special Assistant on Media, Otuaro advised the maritime cadets to be disciplined throughout the program and to take their one-month boot camp and refresher training seriously.
“I view this deployment of 98 delegates as strategic because His Excellency President Bola Ahmed Tinubu’s administration is very interested in human capacity development for the blue economy,” the PAP helmsman stated. For our nation and our region, manpower development is crucial.
“As marine cadets for the blue economy, we are commencing today with 98 delegates. You all have an obligation to us to devote yourself fully to your studies and show that the people of the Niger Delta are prepared to embrace the President’s blue economy strategy.
“Your moral conduct should be high. See yourselves as ambassadors of the PAP and the region. We will not condone absconding. Obey the regulations of Joemarine. Our eyes are on you. We need good results from you for your communities, the Niger Delta, and the President who is very happy over this deployment.”
Once more, he expressed gratitude to the President for providing him with the chance to help his people in the Niger Delta.
In order to accomplish the intended goals, Otuaro also conveyed faith in the Joemarine Institute of Nautical Studies and Research’s proficiency in conducting the training.
Mr. Lambert Daunemighan, the PAP’s Head of Vocational Training Unit, had earlier in his speech described how a group of staff members from the Joemarine Institute of Nautical Studies and Research, South Side International Resources (the consultants), and the Presidential Amnesty Office created the training.
The goal of the deployment, according to Daunemighan, was to produce top-tier marine specialists for the nation’s maritime sector, calling it “a rare achievement by the PAP Administrator”.
Over 10,000 maritime professionals from across the nation have been trained by the Joemarine Institute of Nautical Studies and Research in the last 14 years, according to Akpos Epidei, CEO/MD.
After giving Otuaro and other officials a tour of the institute’s facilities, Epidei praised the PAP Administrator for deeming them qualified to lead the maritime cadets’ training.
Responding on behalf of those deployed, Mr. Ebi Jackson thanked the PAP office for providing them with a forum to learn marine-related skills that could lead to significant engagement in the maritime industry.
The CEO/MD of South Side International Resources, Captain Warredi Enisuoh, and HRM Pere Luke, the Pere of Akugbene-Mein Kingdom and head of the institute’s governing council, both praised the PAP Administrator for his continuity policy in their separate statements.
To strengthen the region’s personnel base, they also exhorted the delegates to be deserving ambassadors of the program, as their excellent performance would motivate the PAP Office to send more Niger Deltans for training.
