PAP Boss: President Tinubu Discusses Development, Economic Growth, Peace, and Security in the Niger Delta
According to Dr. Dennis Otuaro, Administrator of the Presidential Amnesty Program, President Bola Tinubu takes a very calculated approach to tackling the problems of development, economic expansion, and long-term peace in the Niger Delta.
Chief Joseph Eva, the founder and president of Ijaw Monitoring Group and a well-known Niger Delta activist, convened a town hall meeting with PAP stakeholders and Niger Deltans living in Lagos on Saturday, when Otuaro gave a speech.
Prince Tonye Harry, the chairman of the Lagos chapter of the Ijaw National Congress, Prof. Dauphin Moro, Engineer Titus Posibi, Chief (Mrs.) Amarian Benedicta, Chief (Mrs.) Ogbogbo, Evangelist Agboro, Chief Emmanuel Fiawe, Robert Fiawe, Elder Regent Youmor, Mrs. Rose Mary Aluko, and Comrade Owen Naphatin, the chairman of the IYC, Lagos chapter, were among the notable attendees.
He claimed that Tinubu’s approach, as outlined in his Renewed Hope Agenda, is beneficial to the Niger Delta and is evident in his conscious attempts to address the issues of security, development, and long-term peace in the area.
He asserts that the President’s administration has met his campaign promises about human capabilities and infrastructure development, in addition to bringing peace back to the area.
Otuaro claims that the extension of the scholarship program and other significant accomplishments in vocational training, peacebuilding, and stakeholder engagement are due to the President’s and the PAP’s National Security Adviser’s strong support.
He informed the stakeholders that although there were 3800 in-country scholarships deployed in the 2024–2025 academic year, that number rose to 3900 in 2025–2026, and there were roughly 200 international scholarships.
He gave them the assurance that the PAP, under his command, would keep working to make sure that more impoverished young people had access to higher education and acquired the necessary knowledge and skills for independence and national development.
He reassured the stakeholders that Tinubu would do much more for the region after his reelection in 2027, thanked the President for not withholding support for the PAP, and asked them to return the favor. “One of the things you must know about His Excellency, President Bola Ahmed Tinubu GCFR is that he is very strategic and methodical in his approach to resolving issues of development, socio-economic growth, security, and sustainable peace in our region—the Niger Delta,” Otuaro continued.
“You can all see how our region is benefiting from Mr. President’s methodical approach. Without a question, the Niger Delta is benefiting from Mr. President’s plan.
This relates to the tremendous assistance he has been providing to the Presidential Amnesty Program under my direction, for which we are quite appreciative.
We have been able to increase the program’s scholarship program thanks to His Excellency’s tremendous support, and we really hope that the effort will help additional students from impoverished places. Additionally, we will keep bolstering our inclusion policy.
“Once more, I would want to express my gratitude to His Excellency for considering me deserving of the position of leadership at the PAP. Mallam Nuhu Ribadu, the National Security Advisor, has been instrumental in supporting our endeavors since I took office.
“I urge you and all the people of the Niger Delta to continue to support the administration of Mr President because we are confident that, judging from the many good things he is doing in our region, he will do even much more for us after his reelection in 2027.”
Chief Joseph Eva, the host, praised the PAP Administrator for the outstanding accomplishments the agency has made under him and expressed confidence in his leadership abilities.
“I am not shocked because I have known Dr. Dennis Otuaro and the principles he upholds for a long time. He has a strong sense of focus.
“In fact, Dr. Otuaro has made significant contributions to our region’s peacebuilding efforts, vocational training, and human capital development. Eva stated, “We have faith in his vision, leadership, and commitment to regional development.”
The stakeholders’ presentation of Otuaro with the “Best Iconic Administrator Award” was the high point of the town hall meeting.
