PAP: 98 delegates passed Otuaro’s vote of confidence after finishing a refresher course in Joemarine.
Dr. Dennis Brutu Otuaro, the administrator of the Presidential Amnesty Program (PAP), conducted the boot camp/Refresher course close-out ceremony for 98 graduating PAP delegates at Joemarine Nautical Institute.
The Joemarine Nautical Institute in Delta State hosted 98 representatives of the presidential amnesty program for two months of boot camp and refresher courses.
The two-month refresher course’s goal was to increase competence and capacity building. The delegates received training in two carrier areas: cadre shipment and nautical science.
The Joemarine Institute of Nautical Studies and Research’s MD/CEO, Engr. Kenneth Akpoebi Epidei, highlighted in his opening speech that the organization had successfully trained and qualified 98 delegates who had previously been sent for refresher courses.
The institution’s management congratulated the administration, Otuaro, for deeming Joemarine Institute qualified to conduct refresher training for the amnesty program.
Dr. Dennis Brutu Otuaro, the administrator of the Presidential Amnesty program, who was present at the graduation ceremony, thanked the graduating PAP Marine Delegates and expressed his satisfaction with their exemplary conduct.
Speaking to the graduating delegates, Otuaro pledged to do more to significantly affect program participants to maintain the current level of calm in the Niger Delta.
“Under my supervision, the program will have a positive impact,” he stated. The main objective of the presidential amnesty program is to increase the delegates’ capacity and provide them with possibilities.
The graduating delegates, according to Otuaro, are the Niger Delta’s peace ambassadors. He said the days of manipulating the program for personal gain are over, reinforcing the region’s commitment to empowering women. During his discussion of the blue economy, he asserts that Nigeria will achieve economic stability by acquiring the marine industry.
The Delta State House of Assembly Speaker, RT. Hon. Emomotimi Dennis Guwor, who was represented by Mr. Amafine Akemeotubo, also spoke at the occasion. He expressed his satisfaction with the amnesty administrator’s reforms and his belief that the PAP under Otuaro would regain its former grandeur.
His Royal Majesty, Stanley Luke, the Pere of Akugbene Mein Kingdom and the chairman of the Joemarine Nautical Institute’s governing board, applauded the deserving efforts of PAP administrator Dr. Otuaro, saying he is the best of the program’s past administrators.
Pere Stanley Luke, the chairman of the governing board, encouraged Niger Delta leaders and stakeholders to provide Otuaro with overwhelming support so that he can expand opportunities for the region’s youth.
However, during a ceremony at the school conference hall on Warri Sapele Road in Otomewo town, Warri, Delta State, Dr. Otuaro awarded graduating delegates of the Joemarine Nautical Institute a certificate of boot camp and refresher training.
The Delta State Council of Traditional Rulers Chairman, Orhue I, Maj.-Gen. Felix Mujakperuo (rtd.), and the Orodje of Okpe were also present.
During the ceremony, the 98 graduating delegates and other dignitaries expressed their faith in Dr. Dennis Brutu Otuaro, the administrator of the Presidential Amnesty Program, PAP, noting that his reforms and performance are better than those of his predecessors.
The MD/CEO, Engr. Kenneth Akpoebi Epidei, was asked at the end of the ceremony if the school could train and retrain people outside of Amnesty and other organizations.
The Pere of Akugbene Mein Kingdom, His Royal Majesty Stanley Luke, also remarks in an interview.
When asked during an interview, the Amnesty Boss, whose focus is on human resource capital development, stated.
