Dr. Dennis Otuaro, the administrator of the Presidential Amnesty Program, is implementing reforms that the South-South Monarchs Forum supports in order to reorient the program to provide more and better services to the people in the Niger Delta.

Otuaro received special praise from the premier group of traditional rulers for his vigorous program of stakeholder engagement, which aims to support the Niger Delta’s development and peace-building process.

The meeting took place at the Bayelsa State Traditional Rulers Council secretariat in Yenagoa at the forum’s request.

his came right after some Niger Delta youths, who were members of the Central Zone, Ijaw Youths Council, and PAP Phases Two and Three, held a solidarity rally in the capital of Bayelsa State to show their support for Otuaro’s leadership and President Bola Tinubu’s administration.

Perekosufa Ineife, the Central Zone Chairman, and Harry Fubara, the national head of mobilization for the IYC, cautioned those behind anti-Otuaro efforts to cease their foolish actions, pointing out that the PAP Administrator had accomplished a lot since his appointment.

ccording to a statement released on Sunday and signed by Mr. Igoniko Oduma, the PAP Administrator’s Special Assistant on Media, Daukoru stated that Otuaro’s pragmatic approach to stakeholder engagement shown his commitment to serving the area.

RM King Bubaraye Dakolo, the Chairman of the Bayelsa State Traditional Rulers Council, spoke on behalf of Daukoru, who praised Otuaro’s appointment and his sincere attempts to revitalize the program for long-term peace, security, and stability in the area.

Assuring Otuaro that he would serve out his term in office, the royal fathers pleaded with his critics to let him carry out his duties.

The Amanyanabo of Nembe Kingdom, Daukoru, urged the Federal Government to reject requests from anti-Niger Delta factions to dissolve the PAP, emphasizing that the problems that made the program necessary had not been fixed.

Since taking office, Otuaro has shown a thorough comprehension of his role and the program’s mission, according to the former OPEC Secretary-General.

“You have a thorough understanding of the Niger Delta, and your presence here demonstrates that, as you have opted for dialogue and meetings with all stakeholders at all levels,” he added. There is no more effective method for bringing about peace and progress in the Niger Delta. We wish to give you special recognition.

“It won’t be the same as in the past when administrators didn’t complete their terms. You will complete your term. Additionally, the Nigerian government had already attempted to discontinue this program.

“However, we have always stated that you cannot discontinue this program. Because even with N3 trillion spent, the goal will not be accomplished until peace is fully restored and all of those young people have received training and rehabilitation.

Therefore, we cannot terminate a program designed to attain a specific outcome when it has not been accomplished. We would like to take this occasion to restate that the PAP must first fulfill its mandate in its entirety. That is what we are here to make sure of. Therefore, you should be permitted to lead the PAP in order to do that by the Federal Government of Nigeria.

“For those who have been disturbing everyone else, this (PAP administrator) is one person you should not disturb. You should allow him to do his job, which is to ensure that the Niger Delta people who are supposed to be rehabilitated are rehabilitated, not only on paper  but are practically trained and fully rehabilitated, and then peace is restored in the Niger Delta.”

In their solidarity speeches, a number of SSMF members from Akwa Ibom, Delta, and Rivers states, including HRM King Leslie Eke, the Eze Gbakagbaka of Evo kingdom, HRM King Pere Luke, the Pere of Akugbene-Mein kingdom, and HRM King Ogurimerime Ukori, Ovie of Agbon kingdom, praised Otuaro for getting off to a great start.

They thanked President Tinubu for selecting Otuaro, but they also encouraged the PAP leader to don’t let anyone who didn’t want the region’s peace, prosperity, and security divert him from his work.

Assuring the kings that President Tinubu was concerned about the development of the Niger Delta, the PAP administrator responded that his motivation was enthusiasm and dedication to serving the people of the region.

In light of the program’s growing breadth, Otuaro promised to make changes and strengthen his policies about inclusivity, stakeholder engagement, and the continuation of the projects that had been strategically examined.

“I will always seek your majesties’ advice. I deemed it necessary to come and interact with you, my fathers, because that is the right thing to do. As revered traditional rulers under the auspices of the South-South Monarchs Forum, you mean the business of peace and development of the region,” he added.
