NDDC takes action to eliminate duplication in budget implementation
The Niger Delta Development Commission is implementing a process to eliminate duplication and waste, and to end cross-purpose collaborations with state governors in the region.
The managing director and chief executive officer of NDDC, Dr. Samuel Ogbuku, stated this in his speech at the forum of the 2024 budget of reconstruction conference with the theme “Partners for Sustainable Development Forum-NDDC 2024,” held on Monday at the Ibom Icon Hotel in Uyo, Akwa Ibom State.
According to him, the aim of the stakeholders’ forum was to create a platform for the achievement of an effective budgeting system in line with the Federal Government’s “Renewed Hope” project.
This conference is highly significant. One benefit is that it aids in the revival of the Partners for Sustainable Development Forum, a platform established as part of the Regional Master Plan Implementation Guideline to bring together all service providers and project implementers to chart a common path based on a shared vision for the development of the Niger Delta region.
For another, it gives us all the impetus and chance to combine our resources, start projects, and carry out programmes with the necessary objective of improving the area and empowering our people.
By doing this, Ogbuku stated, “we would, following the conference, galvanize our energies for a common purpose, eliminate duplications and institutional suspicions in the development process, reduce incidence of working against one another, as well as reduce wastage of scarce resources allocated for regional developmental initiatives by all stakeholders.
Dr. Shuaib Belgore, the Permanent Secretary of the Ministry of Niger Delta Affairs, blamed the commission’s poor implementation strategy throughout the years on the late submission of budgets in his keynote speech.
Belgore, who was represented by the director of planning and statistics of the ministry, Mr. Alfred Abba, urged the new management to establish and adopt a budgetary approach that would work in accordance with the requirements of the appropriate Establishment Act.
Unquestionably, NDDC budgets have encountered difficulties over the years, which included late submission and delayed approvals, among others.
These difficulties have resulted in low/poor implementation, that’s what this conference will address. I’ll encourage the Commission to keep developing and adopting a budgetary process that is in line with the stipulated provisions of the relevant Establishment Act.
According to Sections 18 and 19 of the NDDC Act, the Commission’s Board have to submit a budget proposal for the following year not later than September 30 of the current year, hence the Commission’s 2024 budget ought to be submitted by September 30, 2023.
he urged the commission to adopt a strong and innovative pathway rooted on transparency and stakeholder participation towards right-budgeting, while making a commitment that the ministry would provide the Commission with the support required to guarantee approval of its annual budgets.
